In order to ensure the safety of personnel and state property, and to guarantee the orderly conduct of teaching and scientific research, these Measures are formulated in accordance with relevant laws and regulations of the State Council and the Ministry of Education, including the National Overall Emergency Response Plan for Public Emergencies, and in light of the specific characteristics of laboratories.

Chapter I General Provisions

Article 1 Adhering to the principle of “people-oriented, safety first,” we shall regulate laboratory management and strengthen laboratory safety, always prioritizing the life safety and physical health of teachers and students, and maximizing the prevention and reduction of personal injury and property losses caused by laboratory accidents.

Article 2 Strengthening laboratory safety management requires adherence to the principles of “education first, prevention foremost, effective measures, and feasible contingency plans,” firmly establishing the mindset that “safety is never a trivial matter,” and maintaining continuous and unremitting efforts.

Article 3 We shall establish and improve an early warning and contingency planning system for laboratory emergencies. The handling of laboratory emergencies shall implement a target‑based responsibility management system characterized by “unified leadership, graded response, integrated coordination, territorial primary responsibility, and accountability to individuals.” The contingency plans shall be scientifically sound, authoritative, and operable, and efforts shall be made to enhance emergency rescue capabilities.

Chapter II Organizational Structure

Article 4 The organizational system for laboratory safety management and emergency response shall be composed of the Laboratory Construction and Management Office, the Public Security Office, relevant schools/departments, and other units, with the Laboratory Construction and Management Office taking the lead.

Article 5 The chief person in charge of each school/department shall be the responsible person for the laboratory safety and emergency disposal leading group of that unit. The person in charge of laboratory work within the unit shall be responsible for safety education, inspections, and emergency incident handling within that unit.

Chapter III Laboratory Safety

Article 6 Ensuring laboratory safety is a crucial guarantee for teaching and research. Schools/departments and experimental centers/laboratories (hereinafter referred to as “experimental centers/laboratories”) must firmly establish the people‑oriented, safety‑first perspective and attach great importance to safety management.

Article 7 Each experimental center/laboratory shall designate a safety technician who shall be responsible for routine safety work, and regularly inspect fire prevention, theft prevention, and other protective facilities in the laboratory.

Article 8 Each experimental center/laboratory shall, based on its specific work characteristics, establish and improve safety regulations, define responsibilities, assign them to specific individuals, and maintain careful daily records of laboratory usage.

Article 9 Safety education and publicity shall be strengthened. For teachers and students—especially new students and newly recruited young faculty members—targeted education and demonstrations shall be organized in accordance with the requirements of the Shaanxi Normal University Student Laboratory Manual, so as to enhance the safety awareness of all faculty, staff, and students.

Article 10 Fire‑fighting equipment in laboratories shall be placed in conspicuous and easily accessible locations and shall not be misappropriated for other uses. Staff shall be familiar with the performance and usage of fire‑extinguishing equipment, know how to report a fire (dial 119), and be capable of extinguishing initial‑stage fires.

Article 11 To ensure the safety and health of teachers and students working in laboratories, flammable, explosive, highly corrosive, and toxic substances shall be obtained and stored strictly in accordance with relevant university regulations. Substances that produce fumes, mildew, dust, or toxic gases shall be properly treated according to their properties. For operations and equipment involving radioactive materials, high‑frequency currents, ultra‑high voltages, significant vibrations, intense and continuous noise, high temperature and high pressure, thermal radiation, extremely bright light, etc., corresponding operating procedures, safety regulations, and labor protection measures shall be formulated and posted in conspicuous locations in the laboratory, and their implementation shall be supervised by the safety technician. If laboratory premises do not meet safety and environmental protection requirements and need renovation, the school/department shall submit an application and a renovation plan, which shall be implemented after approval.

Article 12 Each experimental center/laboratory shall post conspicuous signs in corridors and laboratories, such as “No Smoking,” “Safety Passage,” “Emergency Evacuation Diagram and Direction Signs,” etc., to facilitate emergency evacuation of teachers and students in the event of an accident.

Article 13 Regular laboratory safety inspections shall be conducted. Any hazards discovered shall be promptly corrected, and inspection records shall be maintained. The provisions of Chapter III of the Shaanxi Normal University Laboratory Work Regulations concerning laboratory safety, environmental protection, and labor protection shall be strictly implemented.

Chapter IV Emergency Response Plans for Laboratory Emergencies

Article 14 The emergency management and emergency response procedures for laboratory emergencies shall be standardized to ensure timely and effective implementation of rescue operations, minimize personal injury and property losses, and safeguard the life safety of teachers and students and campus stability.

Article 15 In accordance with the provisions of Chapter VII of the Shaanxi Normal University Laboratory Work Regulations on the handling of laboratory emergencies, these Plans are applicable to “major or extraordinary accidents that cause personal disability, property losses exceeding RMB 100,000, loss of highly toxic substances or radioactive sources that result in significant social impact,” or accidents that exceed the emergency response capacity of the school/department and require the intervention of the University Laboratory Safety Leading Group.

Article 16 On‑site emergency command shall be primarily territorial. The school/department where the incident occurs shall establish an on‑site emergency leading group responsible for directing all personnel involved in rescue operations. For major/extraordinary accidents or accidents requiring multi‑party coordination, the University Laboratory Safety Leading Group shall be responsible for coordinating the emergency rescue command.

Article 17

1. Experimental centers/laboratories shall strengthen monitoring of major hazards and promptly report any important information that may trigger major or extraordinary accidents to higher levels.

2. After a major or extraordinary accident occurs, the school/department emergency leading group shall immediately report to the University Laboratory Safety Leading Group. In emergency situations, direct reporting to the University Comprehensive Management Committee is permitted.

3. Regardless of the level of accident, the person(s) involved and the school/department must truthfully submit a written report detailing the cause of the accident, the handling measures taken, and the corrective actions implemented, and shall actively cooperate with the University Laboratory Safety Leading Group and relevant departments in investigation and inquiry to ascertain the cause and allocate responsibilities.

Article 18 Units and individuals that demonstrate outstanding performance in emergency rescue work for laboratory emergencies shall be commended and rewarded; those who perform poorly in rescue efforts shall be criticized and held accountable for their responsibilities.

Chapter V Supplementary Provisions

Article 19 These Management Measures shall take effect as of the date of issuance. Schools/departments may, with reference to these Measures, formulate their own safety management measures in light of their specific circumstances.

Article 20 The interpretation of these Management Measures shall be the responsibility of the Laboratory Construction and Management Office.
