Article 1
The Academic Committee of the Key Laboratory of Applied Surface and Colloid Chemistry, Ministry of Education, is commissioned by the Ministry of Education of China and serves as the academic advisory body of the laboratory.
Article 2
The Academic Committee shall be composed of renowned peer experts in the fields of applied surface and colloid chemistry from both domestic and international institutions. The members’ professional expertise shall cover various disciplines, including physical chemistry, polymer chemistry, and applied chemistry, so as to ensure that the Academic Committee can provide effective guidance on the laboratory’s research directions and work from different academic perspectives. The Academic Committee shall have one Chair, one Deputy Chair, and thirteen members.
Article 3
The Chair of the Academic Committee is recommended by Shaanxi Normal University and appointed by the Ministry of Education. The Deputy Chair and members of the Academic Committee are appointed by Shaanxi Normal University. In principle, the number of members from Shaanxi Normal University shall not exceed one‑third of the total membership.
Article 4
Each term of the Academic Committee is five years, and members shall not exceed the age of seventy. At each renewal, more than one‑third of the members shall be replaced.
Article 5
The main responsibilities of the Academic Committee include:
Guiding the laboratory in establishing its disciplinary layout and research directions;
Reviewing and approving the open‑project guidelines and applications;
Evaluating the laboratory’s research outputs;
Assessing the research progress and achievements of the laboratory’s permanent researchers;
Hearing and deliberating on the annual work report of the Laboratory Director;
Reviewing and recommending major academic activities of the laboratory;
Supporting the laboratory’s research work through lectures, short‑term visits, and other forms of collaboration.
Article 6
Working methods of the Academic Committee:
Hold one plenary meeting of the Academic Committee each year;
Conduct one open‑project review each year;
The Chair of the Academic Committee may convene ad hoc meetings when necessary;
Maintain close communication with the laboratory through various means of correspondence.
Article 7
When a resolution is required, the Academic Committee shall reach a decision through democratic discussion and voting. A resolution shall be valid only if approved by more than two‑thirds of the voting members present.
Article 8
For major academic decisions, the laboratory shall seek deliberation and advice from the Academic Committee.
Article 9
The laboratory shall facilitate the work of the Academic Committee and create conditions for the Committee to understand the laboratory’s activities through various means.
Article 10
Members of the Academic Committee shall actively participate in its activities and support the laboratory’s work. If a member is unable to regularly participate in the Committee’s work or fulfil their role effectively for any reason, the laboratory may, upon approval by the Chair of the Academic Committee and Shaanxi Normal University, remove that member from the Committee.
