Chapter I: General Provisions

Article 1
The instruments and equipment of the Key Laboratory of the Ministry of Education shall be managed under the principles of unified administration, designated responsibility, efficient utilisation, and fee‑based use, so as to fully leverage the capabilities of large‑scale analytical instruments and serve open‑project research as well as scientific and teaching activities both within and outside the university. Instrument managers are professionals responsible for the management, maintenance, operation, and functioning of the laboratory’s public instruments and equipment, as well as for the development of related experimental techniques.

Chapter II: Duties and Responsibilities of Instrument Managers

Article 2
Instrument managers shall understand and be familiar with the working principles and structural performance of the instruments under their charge, be proficient in operating these instruments, and possess the relevant knowledge and experimental skills to conduct associated research. They shall ensure the efficient operation of the instruments and bear primary responsibility for their normal use.

Article 3
Instrument managers shall formulate operating procedures for the instruments under their charge and ensure that the instruments are used strictly in accordance with these procedures.

Article 4
Instrument managers shall provide necessary training to users of large‑scale instruments, enabling frequent users to operate the instruments to a certain extent. They have the authority to decide whether a user may operate an instrument independently, based on the user’s familiarity with the instrument. No one other than the instrument manager may operate the instrument without the manager’s permission.

Article 5
When an instrument malfunctions, the instrument manager shall actively organise repairs and promptly report the situation to the relevant laboratory leadership.

Article 6
Instrument managers shall properly keep all technical documentation of the instruments, as well as records of instrument usage and maintenance.

Article 7
Instrument managers shall demonstrate team spirit and a good service attitude. They shall not appropriate instruments for personal or group use, shall ensure the smooth progress of the laboratory’s research work and open projects, and shall support research activities in other faculties, departments, and institutes.

Chapter III: Fee Schedule for Instrument Use

Article 8
Permanent researchers of the laboratory using laboratory instruments shall be charged at 50% of the standard fee.

Article 9
Visiting researchers of the laboratory using laboratory instruments shall be charged at a preferential rate.

Article 10
Users from open projects, from within the university but outside the laboratory, and from outside the university shall be charged at the full standard fee.

Chapter IV: Management and Use of Instrument Usage Fees

Article 11
Instrument usage fees shall be collected, managed, and used centrally by the laboratory. They are primarily used for instrument maintenance and upgrades, laboratory consumables, and staff allowances and rewards.
