Division of Duties and Responsibilities of the Management Personnel of KLASCC

I. Laboratory Leadership and Office Structure
The Key Laboratory of Applied Surface and Colloid Chemistry, Ministry of Education, shall have one Director, two Deputy Directors, each serving a term of five years, and shall establish an administrative office under the leadership.

II. Division of Responsibilities

1. Laboratory Director
(1) Presides over the overall work of the laboratory;
(2) Responsible for the appointment of full‑time research staff;
(3) Organises the project proposal, application, and review processes for research projects.

2. Deputy Director 1
(1) Responsible for formulating the laboratory’s academic activity plans and schedules, and for their implementation; oversees the establishment, review, execution of open‑project funds, and the management of visiting researchers;
(2) Responsible for receiving visiting domestic and international experts and scholars, and for the day‑to‑day operations of the office;
(3) Responsible for updating and maintaining the laboratory’s webpage, and for compiling the annual report, publicity materials, etc.

3. Deputy Director 2
(1) Responsible for the procurement and operational management of instruments and equipment;
(2) Responsible for the laboratory’s financial management, including processing requisitions, reimbursements, and other approval procedures;
(3) Responsible for managing the laboratory’s common resources and maintaining public facilities.

4. Responsibilities of the Laboratory Office
(1) Liaises with external units and receives visiting domestic and international experts and scholars;
(2) Manages the laboratory’s common resources, maintains public facilities, and maintains the laboratory webpage;
(3) Drafts various rules and regulations and presents them for discussion at the laboratory’s general meetings;
(4) Collects and organises documents and materials related to the laboratory; compiles annual statistics on research outputs, academic exchanges, funding raised and expenditures, personnel training, and other relevant information;
(5) Organises the specific work of open‑project applications, acceptance, review, reception, progress monitoring, and project closure;
(6) Handles the daily administrative affairs of the laboratory;
(7) Completes other tasks assigned by the laboratory leadership.
