On May 28, 2026, the China Instrument and Control Society (CIS) organized an expert panel in Xi'an to hold an appraisal meeting for the scientific and technological achievement titled "Development and Application of Sensor Barrier Membrane Materials," completed by the Institute for New Concept Sensors and Molecular Materials at Shaanxi Normal University. After deliberation, the achievement was evaluated as reaching the world-leading level.
The appraisal committee was chaired by Academician Jiang Guibin from the Research Center for Eco-Environmental Sciences, Chinese Academy of Sciences. Other members included Academician Li Yongfang from the Institute of Chemistry, Chinese Academy of Sciences; Academician Bu Xianhe from Nankai University; General Cao Baoyu, former permanent member of the Science and Technology Commission of the General Armaments Department at the full army level; Major General Researcher Xi Hailing, Director of the National Key Laboratory of Nuclear, Biological and Chemical Disaster Protection Chemistry at the Research Institute of Chemical Defense, Academy of Military Sciences; as well as scholars and experts from the Research Institute of Chemical Defense of the Academy of Military Sciences, Southeast University, Tsinghua University, Northwestern Polytechnical University, Chongqing Chuanyi Automation Co., Ltd., and Xi'an Zhongxing Measurement and Control Co., Ltd.
Vice President Zhou Zhengchao of Shaanxi Normal University and Deputy Director Li Jie of the Science, Technology and Industry Development Department of CIS attended the meeting and delivered addresses. The meeting was presided over by Professor Xue Dong, Director of the Office of Science and Technology of Shaanxi Normal University.
During the meeting, the project completion unit presented detailed information on the project, with Professor Peng Junxia giving a report on the R&D process, Engineer Wang Pei presenting the technical report, and Associate Dean Yang Xiaogang giving a report on achievement transformation.
After the expert panel's questions, inquiries, and discussions, the appraisal opinion concluded that the STCPS barrier membrane material developed by the project team exhibits excellent comprehensive performance, advanced manufacturing processes, mild conditions, low energy consumption, and nearly zero discharge of the "three wastes" (waste gas, waste water, and solid residue). Both raw materials and production equipment are domestically sourced, while stabilizers, additives, auxiliary materials, and qualitycontrol equipment are all independently developed. This achieves dual innovation in both material variety and preparation technology, with the overall technology reaching the world-leading level.
The sensor barrier membrane material is a novel STCPS gas-liquid separation barrier membrane material developed by Academician Fang Yu's team through a full-chain R&D process from basic research to industrial application, based on molecular gel technology. This scientific and technological achievement addresses critical demands for high-performance gas-liquid separation barrier membrane materials in fields such as instrumentation, industrial equipment, public health, and public safety. It breaks the monopoly of foreign enterprises over high-end membrane material technologies, has already achieved large-scale production, and has generated significant social and economic benefits.
Li Baoxin, Party Secretary of the College of Chemistry and Chemical Engineering at Shaanxi Normal University; Dean Liu Chenghui; Associate Dean Ding Liping; and Deputy Director Qu Xinyun of the Office of Science and Technology attended the meeting. R&D engineers Wen Ruijuan and Luo Yanyan from the Institute for New Concept Sensors and Molecular Materials also participated.
